Context weighting: the same strike in two different matches
An identical piece of execution can be trivial or decisive depending on when it arrives, and how much a ranking should care about that is the central unresolved question.

Separating execution from consequence
The physical act of a shot can be described independently of what it achieved, since the mechanics do not change with the state of the match. The consequence depends entirely on circumstance, including the score, the time remaining, the competition and what the result determined. Treating these as one quantity is the source of most incoherence in moment rankings, because a list will silently switch between them.
Separating them produces two scores that can be reported together, and the relationship between them is often the interesting part. A moment scoring highly on execution and low on consequence is a different kind of entry from its opposite, and readers can see that immediately.
Opportunity to matter is not evenly distributed
Only some competitors find themselves in situations where a decisive moment is available, and that availability depends on the side they play for. A competitor in a dominant team encounters fewer close finishes, which reduces the number of chances to produce a consequential moment. A competitor in an evenly matched contest encounters more, which inflates their opportunity without reflecting anything about their ability.
Weighting consequence heavily therefore imports team circumstance into what is presented as an assessment of an individual moment. The same structural problem appears in every measure that rewards clutch situations across every sport. Adjusting for it would require counting the decisive situations each competitor actually faced, which is possible in principle and almost never attempted.
Retrospective revision of importance
The significance of a moment is not fixed at the time, because later events determine whether it turned out to matter. A goal that appeared to secure something can be rendered irrelevant by subsequent results, and one that seemed routine can become pivotal. A ranking that weights consequence therefore has to choose whether to assess importance as it appeared then or as it appears now.
Both choices are defensible and they produce different lists, which is another reason such rankings drift over time without new evidence. Fixing an assessment date and stating it removes an entire category of unproductive disagreement.
Stakes as a multiplier
Most compilers apply an implicit multiplier for competition importance, so an identical moment counts for more in a final than in an early round. That multiplier is almost never stated, which means readers cannot tell whether an entry appears for its quality or for its setting. Making it explicit reveals how much of a canonical list is really a list of important matches rather than of exceptional execution.
It also allows a compiler to set the multiplier to nothing deliberately, producing a pure execution list that is genuinely different. The existence of that alternative is invisible while the weighting remains implicit.
A format that carries both
Reporting execution and consequence as separate columns lets readers apply their own weighting and see how the order changes under it. It also makes the compiler position transparent, since the published order reveals the weighting even if it is not stated numerically. Entries that survive at the top under every plausible weighting are the strongest candidates any such list can produce.
Entries that depend entirely on one weighting are worth including with that dependence noted, because they illustrate the criterion clearly. This structure turns a list into an argument with visible reasoning, which is considerably more durable than an unexplained order. It also survives the passage of time, because a reader years later can apply the same columns to moments the original compiler never saw.
