Why footage availability decides which goals get remembered
The pool of moments any list can draw from is limited by what was recorded, from which angles and in what quality, and that limitation is not distributed evenly.

The selection happens before the judging
A list of great moments is drawn from the set of moments that can be watched, which is far smaller than the set that occurred. That filtering happens before any judgement is applied, so it shapes the outcome without appearing anywhere in the stated criteria. Matches that were not broadcast, or were recorded only in summary, contribute almost nothing regardless of what happened in them.
The filter is correlated with competition profile and era, which means whole categories of event are excluded systematically rather than randomly. Any list compiled from the archive is therefore a ranking of the archive, and the distinction is rarely acknowledged. The moments that were never captured are not merely underrated, they are outside the competition entirely and cannot be argued back into it.
Coverage differences between competitions
High-profile competitions receive many cameras, multiple angles and slow-motion capture, which makes their moments easier to assess and easier to admire. Lower-profile competitions may be covered by a single fixed position, which flattens the visual drama of an identical piece of execution. A moment captured from a poor angle can look ordinary even when the underlying difficulty was considerable, and the reverse is also true.
Assessment quality therefore varies with production budget, which has no connection to the quality of what took place on the field. Correcting for it is impossible without the missing footage, which is why the bias persists in every list of this kind.
Repetition and manufactured significance
A moment that enters regular circulation is seen repeatedly, and repeated exposure increases familiarity, which is easily mistaken for importance. Compilations reproduce earlier compilations, so an entry that appeared once tends to appear again, and the pool narrows over time. Newer moments enter that pool only if they are exceptional enough to displace an incumbent, which sets a higher bar for recent candidates.
The result is a canon that is stable, self-reinforcing and only loosely connected to any consistent criterion. Recognising the canon as an artefact of circulation rather than of judgement is the first step towards compiling anything different.
Angles, framing and what they conceal
A wide shot shows the build-up and the positions of defenders, which is where most of the difficulty of a moment actually resides. A tight shot shows technique clearly and removes the context needed to judge how improbable the outcome was. Broadcast direction favours the tight shot for replay, which systematically emphasises execution over situation in how moments are remembered.
Assessing difficulty properly requires the wide angle, and the wide angle is frequently the one not preserved in circulated highlights. The available footage therefore encourages exactly the aesthetic reading that a difficulty-based ranking would want to avoid.
Working within the constraint honestly
The realistic response is to state the archive limitation explicitly and to restrict the claim to what the available material supports. A list of the best recorded moments from a defined competition and period is defensible in a way that an all-time list is not. Deliberately seeking out less circulated material widens the pool and produces lists that readers have not already seen many times.
It also surfaces the reason certain periods are underrepresented, which is a more interesting observation than another familiar ordering. The constraint is not going away, and describing it accurately is the only available form of correction. A compiler who says which archive was searched has told the reader more about the list than any amount of confident ordering could.
