Pots as a blunt instrument

Dividing a field into pots converts a continuous ranking into a small number of categories, and everything within a category is then treated as equivalent. That compression means the difference between the last side in one pot and the first in the next is trivial in rating and enormous in consequence. A side that finishes marginally on the favourable side of a boundary receives a materially easier expected path than a side that missed it narrowly.

Because the boundaries are fixed by count rather than by any natural gap in the ratings, they frequently fall in the middle of a cluster. The resulting cliff edge is the single largest source of unfairness in an otherwise reasonable system, and it is rarely discussed.

What the draw is trying to achieve

Seeding exists to prevent the strongest entrants from eliminating each other early, which would leave the later rounds weaker than the field deserves. It also spreads difficulty so that no group contains several leading sides while another contains none, which would make qualification arbitrary. These aims conflict with the desire for unpredictability, since a perfectly seeded tournament produces the expected semi-finalists and very little narrative surprise.

Organisers therefore choose a point on that spectrum, and where they choose reflects commercial and sporting priorities rather than a mathematical optimum. Recognising it as a deliberate trade-off makes the design legible instead of mysterious.

Geographic and confederation constraints

Most draws forbid certain pairings, usually to avoid meetings between sides from the same region in the opening stage of a competition. Those constraints interact awkwardly with the pots, because a region with many qualifiers forces particular allocations that reduce the randomness elsewhere. The mechanics of a sequential draw mean that later selections are heavily constrained by earlier ones, so the order of drawing itself matters.

In some configurations only a small number of valid completions remain once several balls have been drawn, which is not obvious to a watching audience. A draw can therefore be genuinely random in procedure while producing a distribution of outcomes that is far from uniform.

Path difficulty as the quantity that matters

The meaningful measure is not the strength of the immediate group but the expected difficulty of the whole route to the final stage. Two sides can face similar groups and radically different knockout paths, because the bracket determines which half of the field they meet later. Bracket structure is set before the draw and rarely questioned, yet it distributes difficulty as powerfully as the group allocation does.

Assessing a draw fairly requires looking at the full path, which is why immediate reactions to a group allocation are usually incomplete. The full path also explains why an apparently kind group can be a poor outcome once the later rounds are considered.

Alternatives and their costs

Ranking every entrant and building the bracket directly from that order removes the cliff edges but also removes the ceremony and the uncertainty. Redrawing between rounds keeps difficulty balanced as the field shrinks, at the cost of planning certainty for travelling supporters and host cities. Weighted draws, where probabilities vary by rating rather than being uniform within a pot, sit between the two and are harder to explain publicly.

Each alternative improves one property and damages another, which is why the familiar pot system persists despite its known defects. The choice is not between fair and unfair but between different definitions of fairness with different operational costs.
